If you buy a T-Mobile prepaid card, it comes with a sim card. They just need to put your info on it.

I talked to a salesman at Target. They wont sell a phone to you unless you sign a new 2 year agreement. Which is crap, cause I have bought prepaid phones and then put my sim card in them. A guy at the T-Mobile store told me that it was possible (and theres a funny story behind that). Maybe they caught on.
